It's for trying to trick cities into getting rid of their bus systems so Uber can privatize and monopolize them, just like Uber in the first place is for trying to cheat taxi regulations so Uber can monopolize taxis.
Yep, just baby steps into Uber taking over public transit. Or at least a shitty attempt at it.
