Yeah, there's your problem. People I know leave their phone at home and use a burner for US travel now.

It isn’t even just burners. Even before everything got like it is now, I would get a US-based SIM/eSIM, because it was always cheaper than roaming with my Canadian plan.

Your phone's IMEI doesn't change when you change SIM cards, so it depends what they tracked.
