I remember some years back (maybe 2014?) there was talk of doing exactly this, forcing drivers to keep tear offs in the cabin. I think it was ultimately rejected due to fire concerns, if the car goes up in flames these pieces melt, can stick to suits and cause a concentrated burn, becoming a threat to the driver. Nothing came of it except asking drivers to tear off less often

To me that seems far more dangerous than risking a small plastic film possibly getting on a flame-retardant suit when it melts lol
