Appeasing citizens in the imperial core is often advantageous for states. Many capitalist nations have done similar things.
I was talking about foreign policy though. The interests of foreigners are usually very poorly aligned with the leaders of powerful states.
Just because Western Empires are bad does not mean Eastern Empires are good.
All empires no matter how noble they may start reach a point where any atrocity can be justified so long as it preserves the empire.
