Sounds a little like the bullshit "legalisation" we have in the UK, where I'm still better off buying my medicinal weed the old fashioned way, than put myself through the bureaucratic nightmare they've set up to get it through the NHS.
Here in Canada, my province sells weed for high prices, it's dry shit, and takes up to a week to get delivered. So I still buy from the black or grey market, where it's fresher, better, cheaper and faster
