This was never the plan. Putin, Lavrov, and Medvedev have been singing the same song since 2008 if not longer. They view NATO expansion and weapons placements encroaching on their border as an existential threat, and have said as much repeatedly. Imperial realists have said the same since 1991.
The idea that Putin himself wants to take over Ukraine and bring back the USSR is a strawman to beat all strawmen.
But imperialist capital forbid that they listen to the words of their opposition, let alone take them at face value. The expansion of empire must continue unabated.
It is truly astonishing to consider how anyone could believe that Russians would rise up over frivolous matters like this.
It is on a logical level, but it's also so much like typical feel-good story which Germans tell themselves about the end of the DDR and reunification. The story goes that life sucked in the DDR because people didn't have frivolous material goods, so the people rebelled and were rewarded by reunifying with the west.
NATO was designed to keep the Soviet Union (now Russia) down, Germany out, and the US on top.
For an actual explanation for what happened in 1971, economically and monetarily at least, go ahead and read Michael Hudson's Superimperialism and Global Fracture. Superimperialism was so prescient at its original publishing that the US government itself used the book and the theory as a manual on how to be better superimperialists right back around 1971, and hired Hudson as a consultant.

If we want to exclude athletes from international competition just because the ruling class in the country they happen to have been born in undertakes military action, that's fine. We just have to be consistent about it. I'd like to see athletes from the US, Isreal, UK, France, Canada, and many other countries treated the same way the west is currently treating Russian and Belorussian athletes.

One of their primary security concerns has always been NATO membership of bordering states. It's hard to say what exactly the reaction would be, but I would think that accepting such an agreement is the least likely of any.
