Yeah, the Culture War ever continues. Are people going to be as worried about trans kids if they have good jobs and their community has a future?
Whoever has, or plans to have kids would worry that someone may implant weird ideas into their heads in school and then make them go through irreversible, grotesque medical surgeries without the parents consent.

Point you missed at the very start:

The “protected health care services” included “gender-affirming care,” which for minors arbitrarily included anything prescribed by a doctor to treat dysphoria...*
The article is talking about when a young's person parents cannot be safely contacted. This is talking about general healthcare too, and that includes gender care.
My point still stands, nobody is giving medical surgeries without consent.

The article's title is actually a question, unlike how the URL makes it seem.

And according to the article, it can be considered a "No, but-".The Oregon Health Authority included in its policy statement information pertaining to the age of consent for the said law: "Patients should be able to demonstrate the capacity to make a fully informed decision and to give consent to treatment, regardless of age. However, nothing in Oregon law requires a health care provider to provide medical services to a minor or safeguard the confidentiality of a minor. In most cases, providers will encourage (and in some cases require) family engagement and supports unless it would endanger the patient."
The Oregon Medicaid plan also requires that mental health professional and a physician must come to an agreement of whether or not to treat a patient with such approaches... *
What the article is saying is that for a 15 years old to be allowed the care without parent consent is for their parents to be dangerous about knowing the medical need of their son/daughter. Also needs consent of multiple people.
No doctor will do this type of operations on their own, as nobody wants to risk a legal battle that will put them starving in the streets.
Also, this is for state-funded medical insurance. So the 15 years old must also need to conform to the given insurance contract or in general its requirements. Otherwise it would be an operation that costs a sum of money no 15 years olds have direct access to.

Who are these people exactly?
The thing that should not happen is parents denying healthcare to their children. Because no child and teen, even better no human, has to hide themself, run away and live in fear.
The resources to make an informed decision from the sides of both the parents and their children and also for adults are available.
