It would be so cool to have an actual functional system for expelling the worst of us from high income countries, but unfortunately that would involve giving an entity the authority to judge others on arbitrary basis and it could negatively impact any chances of reform for criminals.
There is, but somehow death sentences are kind of controversial.
Somehow? Perhaps because the state (or anyone, for that matter) shouldn't get to decide who lives or dies.
