In some countries you dont need an ID for cryptocurrency ATM. I dont cash out to fiat because fiat is pointless (my opinion).
To buy XMR you would buy Litecoin (or something with cheap fees) and then use exchange or service to trade them to Monero. You can use trocador. I vouch for them.
