We needed a red flag then.
But he pitted one lap to late, didn't he?
Didn't he pit on 18 with brand new tyres?
He needed to cross the finish line to get to his box. So technically he drove 18 laps and a small bit of the next one. But it seems that this is still ok, otherwise there would have been multiple black flags by now.

The Mercedes kerfuffle did lead to a lot of overtaking actions on Russels side. A lot of overtakes in general anyway!
