The rule book.
Replace sprint weekends with reverse grid weekends.
Remove the hybrid engines and return to normally aspirated petrol engines.
Not sure how but needs to be more competitive so that driver skill was more important.
Separate constructors from teams - I'd love to see the whole field in near-identical cars only differentiated by setup and driver. Alternatively balance of power rules like Imsa could make racing a lot more competitive while keeping constructors around.
I pitched a similar idea at one point. 1 car is a spec f1 car, the other is full prototype no holds barred so long as you stick to whatever the general formula might be like what kind of engine, tires size, so on. But as few limitations as possible.
You get innovation from one car and a constructor championship. The other car gets you raw drivers championship.
That way we could get some of the rampant craziness we used to see long ago in F1.
We already have that. It's called indy car.
