This is 20 years old and woefully out of date, to the point that its arguments are no longer valid.

TBH one could argue its arguments were never valid. There’s no way to incrementally extend IPv4, because every endpoint still on the “old” version will be unable to talk to endpoints on the “new” version. That's was much true 20 years ago as it is today.
