That’s exactly how the image reads to me, lol.
I mean no, the shield would have to face the other way for it to be blocking free speech.
The way “FREE SPEECH” is up at the top, it looks like it’s labeling the rain going past his shield, while he is blocking the rest.
It is a good metaphor, just maybe not fpr the reasons he thinks
