33% didn't vote. That means 66% did vote. Of the 66% that voted half of them voted against Trump.

Now, what is half of 66%? 33% is half of 66%.

So the commenter is saying they are in the 33% of Americans that voted for Kamala.

33% Trump, 33% Kamala, 33% no vote.
