Why is "Pre-War" a selling point here?

If I had to make an assumption it would be that materials and production were funneled to military application during the war and so civilian production and quality suffered, but I don't really know.

Yes, it must be something like that. Similar to ersatz coffee where I believe the Nazis resorted to using acorns instead of coffee beans. https://en.m.wikipedia.org/wiki/Coffee_substitute
