That's.... specific?
"...was a result of “insider wrongdoing,” according to a notice posted by the office of the Maine Attorney General."
That's why. The Maine Attorney General's office is the one putting out the notice so they are just pointing out that they have jurisdiction or whatever the relevant legal term is. In a scenario where the AG had discovered this and found it affected zero (or nearly zero) Maine residents they likely would have forwarded it to another state, possibly making a joint statement.
I suspect if this has legs other states will join in too.
Perhaps SCMP stands for South China Maine Post?
