Nah, that's the antenna to watch TV for the TV watching license.

I have heard that they recently passed a bill for having a toaster license you have to use to use your own damn toaster.

I heard about the TV Watching License from my boyfriend the other day. I honestly thought he was joking, what a way to find out he wasn't.

Same with me. Literally I thought it was a joke. Although, I AM joking about the toaster license. It's a refrence to a clip from the 2012 libertarian presidential debate (if you did not know, of course).
