No, they are not. Some people might not care about or have any relationship to Palestine but still be against genocide on principle. It's also possible to hate Palestine or Palestinians specifically and still be against genocide. Equating pro-Palestine (or even pro-Hamas / supporting terrorism) with objecting to Israel's actions in Palestine is racist (Zionist) framing of the issue. I can't remember any other time it was framed like this- during America's invasion of Iraq in the 2000s we protestors were called "anti-war protestors" and not "pro-Iraq protestors".
