How the foxtrot do you accidentally invade Mexico? What they mean is they committed another act of abuse and then said they didn't mean it

Militaries accidentally invade each other all the time.

Usually, they back right out and let the other country know, they don't use boats to get around visible border controls and plant a sign in other country though.

The article claims that changes in water lines resulted in altered perceptions of the border line. As if international borders are hallucinogenic in some way? IDK

Sorry to tell you, but international borders absolutely are hallucinations. Grant you, not hallucinogenic, but they’re absolutely flights of fancy.
