The standard telephonic and mobile tower systems are up or carol wouldn't be able to call the Plurb operator from any phone, it also been shown they control all televison broadcasting, it's not a strech to think the internet is still up but under Plurb control they may let the remainders zoom eachother and access some stuff online, but block certain stuff, we've never seen Carol try to access the internet iirc?
Yeah I think Carole is just kind of a technophobe. It was her wife that had the smart phone chatting with her fans, not her. And she owns a camcorder.
