That word, "west", doesn't mean what you think it does.

A planet has a fixed north and south pole defined by its axis of rotation. Accordingly it has a northern and southern hemisphere. A planet does not have a "west pole".
Edit: I was corrected in another comment: apparently someone actually defined "western hemisphere" in relation to the 0-meridian.
You can define half spheres any way you want https://en.wikipedia.org/wiki/Western_Hemisphere

Hmm that also includes parts of Great Britain, Spain, Portugal, and a big piece of Africa...
