The whole thing is a fantasy even as the article admits. There is zero chance of India stopping buying Russian oil, but on top of that the infrastructure in Venezuela doesn't even exist to support this scheme. So, even if a miracle happened and India agreed to this, it's going to take years to actually make it happen.
