The real question is how will he stop states from moving forward with their results?

Edit: for example he publicly states he does not accept the results of democratic elections, then everyone just gives him a thumbs up and does it anyway. He can't keep up with a nation, even his whole administration isn't moving forward that fast

They will just not swear in newly elected officials. There is already presedent set by them for this, as they refused to swear in Adelita Grijalva for 7 weeks to delay vote on Epstein.

We can imagine a dystopian scenario where a sitting US president loses an election but claims he didn't. That the election was rigged. Then he sends a mob of people to storm the legislature, either to pressure the vice president not to enact the election results or to have him killed along with leaders of the opposition before he does (the traitor!).

I mean we can imagine something like that happening if a truly deranged person was president, but why would we.

The Supreme Court could stop the count and declare a result. They have done that already once.
