Selling the rights to public infrastructure is hot business these days.

Texas has toll roads that were built with public money that were owned from inception by private companies. One of which they had to buy back for a huge premium because they jacked the tolls up.

Chicago parking meters are owned by a hedge fund, local water companies are being sold to private companies all over the nation.

It's a great business model, bribe once and collect fees for 100 years. It's basically like how kings would sell the right to tax areas to the highest bidder.
