so, pretty much only doable by a select few people who understand the precise work needed to do this, along with some reference hardware to pull off tenths of volts perfectly, is how I read it.

Yeah but, the modchip scene is different now with people building boards that can reliably perform boot time glitch exploits, at least for some systems.

Voltage glitching is also a pretty common ~~first~~ early step in developing a more easily reproducible exploit chain since it often allows dumping bootloader images for analysis etc.
