If I was to make her argument, I'd say British Citizen. But apparently the agreement only applies to "normal" british passports and not to the other 523 variants. They reckon the reason they weren't lenient is because some Hong Kongers are entitled to a British National Overseas passport, which the Chinese do not recognise
