Maybe it's a sample size issue. They were a less common in the 2000s. Also Iran is a lot bigger, more populous, and technologically advanced than Iraq was at that time.

Exactly, a lot of the American doctrine is completely outdated. Stuff like drones, hypersonics, cheap IR sensors, completely change the game.

Iraq was a lot of ground level arms and MANPADs don't have the operational ceiling to reach a recon drone.

Iran has been readying themselves for American aggression since the 70s so they have a plan for drones.
