But more importantly, all municipal responsibilities are just put on them by the province, so the province can just take it back. As an example to make home prices cheaper a lot of planning work was put on municipalities because it was "too expensive" for developers. To not anger tax payers a portion of this cost was still covered by developers (until recently).
