Yes, it did and I quote: "Sure, everyone casts their ballots every 2 years" at 0:35. This has never happened in an election in the USA, the highest voter turnout was 81.8% in 1876. The last time voter turnout was higher than 70% was in 1900. You're being deliberately obtuse on this. "Everyone goes grocery shopping on weekends" is the same sort of construction, yet it doesn't actually mean "everyone." It's referring to "everyone who votes."
You are reaching, I interpreted his statement as anybody who can vote, votes, which is nowhere near reality
It was clearly being used idiomatically.
