Without clicking, it's the same issue the US has. It's a colonial project and it's cities instead of emerging from use and desire, were centrally planned around motor vehicles.

Edit after reading: imo I think an article should seek to answer the question it sets out in its title. At the same time that this article reaches into history to try and explain that happening in Victoria it's very shallow in its reach. It also avoids contemporaneous examples.
Perhaps one day the world will tire of articles focused on complaining and we will have articles focused on solutions.
