I don't know why you're getting downvoted. You're 100% right.
For people who don't get it, the point of the joke is that this statistic does not mean anything. The overall number of people getting AIDS might be increasing, just like the number of car drivers. Whether it's choice or not is irrelevant. I thought that should have been simple enough to understand.
