I live in the UK and it’s actually illegal to clamp a car in the first place, except your own.

Errm that's not true. The govt has contractors who clamp cars for unpaid road tax or no MOT

Unless it's the police or DVLA, but if it comes to that I'm sure you have more issues than just been illegally parked
