I think you have misunderstood what I meant, I'm saying that it is supposed to be a living breathing document, however it does not get treated like one.

If something needs maintenance that frequent, it must not be very good.
Sweden just happens to be very proficient at doing the maintenence.
Too much evolution leaves you at the whims of whoever is in power though.
