That is a garbage headline.
There have been 45 other sitting US presidents before Biden.
But he's the first one that might actually end up legally prosecuted. US power isn't what it used to be.
Ignoring the first three words, It’s just a noun clause, which describes Biden. So the whole headline is just a run on sentence. Your brain tries to interpret it as a full sentence (as you should) but it’s incorrect.
Hey dumbass, headlines follow different style practices. The same conventions of grammar do not apply.
