As someone who has rode an e-jeep many times when I was still commuting, I just want to clear some of the misinformation:
Jeepney drivers NEED boundary not just because they only make money when they hit the quantifiers, it's so they could make more. It's even more imperative that they do once the modernization happens so they could pay for the loan.
I don't get what OP meant na dapat hindi payagan ng mga pasahero yung ganyan sistema. What does he want us to do, boycott jeeps? Lmao.

Kung regular ka sa jeep pag umuulan, you would know na may cellophane na trapal yung jeep na pwede ibaba once umulan. It's virtually impossible to get wet once that's in place.
The downside is pag tumila na ulan, ang init sa loob. That's the same problem you have with an e-jeep except it's 100% of the time. Nakasara bintana kasi may aircon pero yung aircon naman mahina so para kang naka-sauna. It's literally the reason why I quit working in the office!
The boundary system is what motivates poor driving habits among PUVs. It literally incentivizes them to break laws in order to maximize their income. It should be removed.
That's the thing. They drive "aggressively" (or poorly) because they need to make money. If they're going to take it away (as well as institute modernization that eats more into those earnings), they need to replace it with a system that guarantees it's going to make as much.
That's ultimately the crux as to why they're against modernization - the government isn't really doing anything to address those concerns. Willy nilly implementation lang, bahala kayo sa buhay nyo.
I definitely agree that a sustainable living wage is needed. The person you're commenting on states that it would be ideal if the modern jeeps were more heavily subsidized, through PPPs or whatever method to lower the cost for the drivers. Though personally, I think it should be nationalized.
