Apple charges him $0.50 USD per install for the store.

€0.50 per download is unsustainable for a free app supported entirely by donations; agreed. Cannot and will not argue with that at all.
You know what is sustainable for a free app supported entirely by donations? Publish the said free app in the App Store globally, by not opting out of Europe for the said app on the approved and listed entry for the rest of the world: https://apps.apple.com/ca/app/delta-game-emulator/id1048524688
Total cost there will be only the annual developer fee ($99/year last I checked forever ago), which is also billed for those that want to publish in third party app stores like the AltStore in the EU as well, on top of the €0.50 per download CTF.
Yes and why isn't he publishing on the App Store then? No CTF costs there for a free app.
Did you just miss the fact that the app is available on the US App Store BUT NOT in the European ones just because he decided to turn off a toggle?
