Me doing my part to portray car dependency as deeply unpatriotic. Which it kinda unironically is.

Looking at that, there's a few places that require registration, often as an anti theft thing.

Pyongyang seems to need a license, although if he lives there he's in more trouble than needing a bike license.

Im asking for proof of this so-called bicycle registration and license. The link you provided doesn't clear anything up in the slightest. I cannot prove a negative.
