As a joke, that statement is legal.
I am incapable of legally agreeing with this statement.
I can legally express my opinion that based on the Supreme Court's ruling it would be legal for Biden to - as an official presidential act - dissolve SCOTUS in a vat of acid.
The majority is already ON acid, so IN acid sounds reasonable. Officially, that is.
I say he just tells the tRump appointed judges to either resign, or die. Then I'd send a seal team to pick up mr. rapist with 34 felonies and have a nice heart to heart, in an undisclosed location.
