To your first question, it's called a Treasure Goblin. You chase him, usually through other enemies, and he drops items and stuff when/if you kill him. To your other question, yeah pretty much
He’s been following me around. I’ve killed him multiple times but this one latched onto me for some reason. Is there a reason he’s following me?
Sounds like you've set him as your pet. It's a little critter that follows you around and picks up gold.
