In fairness, we did get that via the Inflation Reduction Act of 2022.
Not explicitly this, but the Coronavirus Aid, Relief, and Economic Security (CARES) Act came reasonably close. Honestly one of the crueler things Joe Biden did was to claw back a bunch of the credits and added enrollments to Medicaid that his party's House and Senate majority fought for years earlier.
