How do you make sure that 1000's of pagers were only sold to terrorist and not just normal people that might use one, and how do you make sure that they haven't changed hands in the last 5 months? It's not like a pager is something only a terrorist would use.
They didn't bother. It's called collaterals damage and they don't think any outside of Israelis are full humans.
