It'd be more efficient to drive to the nearby FBI campus and insult someone's mother if I wanted to get harassed by a federal agency.

The F in FBI stands for Federal. They don't give a fuck what State they're in.
But the workers are still average Americans.
There's nothing average about an FBI agent.
