TLDR:
Windows 11 v24H2 and beyond will have Recall installed on every system. Attempting to remove Recall will now break some file explorer features such as tabs.

Cellular modems on Linux are even more niche but better supported. I recommend trying Fedora, ive never personally used a modem (My Thinkpad T440p has a sim card slot but ive never used it).
