Have you seen the movie? They are building a township at the edge of Rio in the 60s/70s. It looks like a desert.

cidade de deus was built inside the city of rio de janeiro, in jacarepagua, an urban district that was already populated.

the movie is right in that it wasnt as densely packed (both in and out of the CDD), but rio de janeiro is a 500ish year old city that used to be our capital and was already big by the 60s. by that time we would already have built plenty of city in that region.

ive never been in there but some favelas do give me the vibes of a small town inside a metropolis, so maybe that was an intentional aesthetic choice by the filmmakers.

(or maybe you are right and im completely butchering the city's history)
