“Passkeys,” the secure authentication mechanism built to replace passwords, are getting more portable and easier for organizations to implement thanks to new initiatives the FIDO Alliance announced on Monday.

That is exactly what I said though - passkeys are software. They're not confined to hardware modules, so there's no such thing as "device being a passkey".
