Currently they're hidden from users, and only viewable by server admins. There are some open issues for discussion about whether to open them up on the github I think.
The best solution I'd like to add eventually, is for servers to have the option to reject federated downvotes, because they're clearly being used in a manipulative way by servers with more open / free registrations.
