This user was banned for being anti-Semitic and telling people to kill themselves. Also, when you're instance-banned, you automatically get banned from the communities you were active in. The mod didn't manually ban them from all those communities. When you attempt to post to a community in an instance you're banned from that you weren't active in, the instance-ban means the post won't federate.
When you're instance banned and try to post to a community that is going to an instance you're banned from it will appear as if you're posting in that community like normal, but the post won't federate. Only users native to their instance will be able to see the posts (in Leni's case, only lemm.ee users can see those posts). Let's say you're instance banned from lemmy.world. You could seemingly post to a lemmy.world community on a lemm.ee account, but the post won't actually show up for lemmy.world users.

Leni attempted to post in a Beehaw community. Leni is instance-banned from Beehaw. This post isn't visible to anyone on the Beehaw instance. In fact, the post isn't even on Beehaw, it was posted on lemm.ee.

Yeah, the whole point of the Fediverse is it's decentralized. Each instance has its own independent administrators so if you come across an instance you don't like, you can just post to another one. Lemmy isn't just one site but hundreds of sites that communicate together.
Context for those unaware:
"A friend of mine" OP is referring to Call Me Leni, who was banned from several instances and communities for being a KiwiFarms member, among other things, and OP has a grudge against the Fediverse for this. Leni shouldn't have linked their KiwiFarms posts on Lemmy, and linked Lemmy threads talking about them on their KiwiFarms account. That wasn't very bright of them.
Call me Leni also defended KiwiFarms as a "free speech" site and tried to conflate the hate site with Discord:

If this is who I think it is, that person is a long-running right-wing KiwiFarms troll who operates under the guise of "enlightened centrism". They have accounts all over the internet and have a habit of stealing the usernames from people on DeviantArt. For those who don't know, DeviantArt was the birthplace of this troll. They said some stuff to a minor and got banned from there years ago (and lie that they aren't banned because they exploited what was obviously a glitch), and they continue to stalk members of the site to this day. They're now trying to start a completely made-up conspiracy theory that they're being banned for being autistic by using their sockpuppet accounts to ban themselves from their own communities while inserting bogus reasoning in the modlog in an attempt to discredit the existing modlogs. They obviously didn't know that on some instances you can see which mod banned which person by going to the modlog and typing the name of a mod under "Filter by mod".
Anyway, they sign up with the copy and pasted usernames of DeviantArt users they don't like on other sites, dozens of times, and only of those who exposed them, likely to try and frame them. They then lie about being "inspired" by the usernames, even though it is copy and paste. They recently created a sockpuppet account which had the same username, copy and pasted, as someone on DeviantArt who called them out. They tried to say that the impostor and the DeviantArt artist were the same person. So I got someone to message the real person, who confirmed it's an impostor account.
They have a Tumblr blog which they use to lie about people. I quickly created a blog to upload the screenshot so I could comment in the blog and ask them why they're lying. They tried to argue with me about how they aren't banned from 10 instances. I showed them that them posting to Lemm.ee doesn't mean they aren't banned from Beehaw.org. I even included screenshots showing them the address bar, and how their post to Beehaw.org from lemm.ee is nowhere to be found on Beehaw. They then blocked me and deleted my replies to their blog where I linked the screenshot, and I deleted my blog since this person kept deleting my replies on their blog, it had served its purpose, and now they're lying that I must've been banned. This troll never stops lying.
Since lemm.ee is shutting down soon, it looks like they're trying to create alts everywhere. If you see a suspicious account, try typing it into your browser's address bar, and then inserting ".deviantart.com". If it comes up with an actual DeviantArt profile of an established DeviantArt user, it (the suspicious account not from DeviantArt) is very likely one of their alts. They like to make false equivalences where they find two people who coincidentally share the same username, when that is very obviously not what's happening here.
