It's just a common rhetorical tool used by fascists. If people don't know when you are telling the truth and when you are "joking" you can say whatever you want and then judge public reaction before deciding whether or not to own what you said.
Common tactic for misogynists and nazis too. If the shit you say is poorly received, "it was a joke", if no one objects it was dead serious.
Trump has no sense of humor. His idea of a joke is mocking a disabled person.

I don't think there is a reason for this specific article to exist.

Rule 5: Keep it civil. It's OK to say the subject of an article is behaving like a (pejorative, pejorative). It's NOT OK to say another USER is (pejorative). Trolling is uncivil and is grounds for removal and/or a community ban.
Similarly, if you see posts along these lines, do not engage. Report them, block them, and live a happier life than they do. We see too many slapfights that boil down to "Mom!
