The plot of Pokemon is the kid bounding down the stairs the morning he turns 10 and announcing that he’s going to do all of those things and the mom is just like, “Fine. Please call sometimes.”
Then his single mom starts spends an inordinate amount of time hanging out with the Pokémon professor...

If Red/Ash's mom married Professor Oak, would he call Blue/Gary (Oak's grandson) his stepson? Stepdad? And would Giovanni (Blue's father) be his stepfather? Stepson?

The show, yes. The game is more like the comic.
Does he call? Asking for a concerned mom.
Pretty sure you can call her to leave some money with her to prevent going broke when getting wiped in battles. In some of the games at least.
If you actually go back to your home city there is literally nothing to do there.
You would have thought that at some point they would have added some special item or quest that you got if you actually went back but nope. In every game of Pokémon I have ever played there is no incentive to return to your home city and talk to your mother.
She is literally the first doctor you have available to your Pokémons and allows for early grind
You also get fast boots!
2nd gen also had her call you sometimes telling you she used the money you saved up on some trinket.

My favorite thing about the internet right here. Games not even out yet and it sucks ass/is the second coming of Christ. There is no in-between.

I mean ashs mom is a single mom and he's a latchkey kid so he probably drank hose water and grew up to vote republican (I think Shinzo Abe's party is that in Japan)
