in the root folder and reboot my device
However those albums still exists
What else should I do to fix it?
Sometimes it can take the media scanner running again before they disappear. Give it a few minutes or so.

Android does not have anything to do with this. It is between your camera and gallery apps.
It does - this is how Android's media scanner works.
I have tried grapheneos default / aves libre / google photos, all of them have the same albums created. I think this is a system wise problem
